Americans’ confidence in the economy rose in April to its highest level since September 2008, just as the financial crisis escalated, according to a private research group.

The upbeat reading, combined with bullish earnings reports this week from companies ranging from Whirlpool Corp. to UPS Inc., offers more hope the economic rebound is gathering steam. Meanwhile, a key home price index reported its first annual increase in more than three years, though it’s too early to say the housing market is recovering.

In morning trading, the Dow Jones industrial average fell 13.07 points, or 0.1 percent, to 11,191.96, as fresh worries about Greece’s debt problems and China’s latest move to slow a hot economy dampened investor enthusiasm over upbeat earnings reports and increasing confidence.

The Conference Board, a private research group based in New York, said Tuesday that its Consumer Confidence index increased to 57.9, up from a revised 52.3 in March. The April reading is the highest since September 2008′s 61.4. That was when the financial crisis intensified with the collapse of Lehman Brothers, sending confidence into freefall the following month. Economists surveyed by Thomson Reuters were expecting a reading of 53.5.

The index—which measures how shoppers feel about business conditions, the job market and the next six months—had been recovering fitfully since hitting an all-time low of 25.3 in February 2009.

Economists watch the number closely because consumer spending including health care and other major items, accounts for about 70 percent of U.S. economic activity.

April’s reading is still far from what’s considered healthy. A reading above 90 indicates the economy is on solid footing; above 100 signals strong growth. Still, the monthly survey of consumers showed that consumers’ current and short-term concerns about jobs and the overall economy are easing.

One component of the overall index, which assesses how consumers feel now about the economy, rose to 28.6 in April from 25.2 in March. The other component, which measures shoppers’ outlook over the next six months, climbed to 77.4 from 70.4.

“Looking ahead, continued job growth will be key in sustaining positive momentum,” said Lynn Franco, director for The Conference Board Consumer Research Center.

Economists believe confidence will remain relatively weak for at least another year because companies haven’t begun to dramatically ramp up hiring.

“I think it is good to see the (confidence) numbers moving up again, but I don’t call it a major change in confidence,” said Gary Thayer, chief economist at Wells Fargo Advisors. “But it does reflect a more optimistic view in the job market.”

Thayer noted that he still expects an overall modest economic recovery citing both weak and strong pockets. Manufacturing may be showing signs of strengthening, but small businesses, which are typically a big source of hiring, are still struggling as they continue to have a hard time getting credit, he said.

According to the Standard & Poor’s/Case-Shiller home price index, home prices in February posted a 0.6 percent increase on a non-seasonally adjusted basis from a year ago, but 11 of the 20 cities in the Standard & Poor’s/Case-Shiller home price index showed declines.

“We have this divergence in the economy,” Thayer said.

Employers are expected to add 175,000 jobs in April, but economists project unemployment will remain at 9.7 percent. The Labor Department is due to release monthly job figures May 7. Thayer said that companies need to add at least 250,000 jobs monthly in order to reduce the unemployment rate.

First-quarter earnings reports from big manufacturers including Caterpillar Inc. and Whirlpool along with Tuesday’s upbeat forecast from UPS are underscoring that consumer demand is strengthening across all types of goods.

Against this economic background, signs of life in consumer spending are sprouting this spring, and stores are primping for a recovery by increasing inventories and re-evaluating their marketing.

Retailers reported a 9 percent increase in sales at stores open at least a year for March, the biggest gain since March 1999, though much of that was a result of an earlier Easter that pushed more spending into March. Sales at stores open at least a year are considered a key indicator of a retailer’s health. March’s performance marks the fourth consecutive month of sale gains.

The Conference Board survey—based on a random survey of consumers sent to 5,000 households from April 1-20—showed worries about jobs were easing. Those saying that jobs are “plentiful” increased to 4.8 percent from 4.0 percent, while those saying jobs are “hard to get” decreased to 45.0 from 46.3.

Consumers were also more upbeat about the job outlook. The percentage of consumers anticipating more jobs in the months ahead increased to 18 percent from 14.1 percent,while those anticipating fewer jobs fell.

Tax Day is a dreaded deadline for millions, but for nearly half of U.S. households it’s simply somebody else’s problem.

About 47 percent will pay no federal income taxes at all for 2009. Either their incomes were too low, or they qualified for enough credits, deductions and exemptions to eliminate their liability. That’s according to projections by the Tax Policy Center, a Washington research organization.

Most people still are required to file returns by the April 15 deadline. The penalty for skipping it is limited to the amount of taxes owed, but it’s still almost always better to file: That’s the only way to get a refund of all the income taxes withheld by employers.

In recent years, credits for low- and middle-income families have grown so much that a family of four making as much as $50,000 will owe no federal income tax for 2009, as long as there are two children younger than 17, according to a separate analysis by the consulting firm Deloitte Tax.

Tax cuts enacted in the past decade have been generous to wealthy taxpayers, too, making them a target for President Barack Obama and Democrats in Congress. Less noticed were tax cuts for low- and middle-income families, which were expanded when Obama signed the massive economic recovery package last year.

The result is a tax system that exempts almost half the country from paying for programs that benefit everyone, including national defense, public safety, infrastructure and education. It is a system in which the top 10 percent of earners—households making an average of $366,400 in 2006—paid about 73 percent of the income taxes collected by the federal government.

The bottom 40 percent, on average, make a profit from the federal income tax, meaning they get more money in tax credits than they would otherwise owe in taxes. For those people, the government sends them a payment.

“We have 50 percent of people who are getting something for nothing,” said Curtis Dubay, senior tax policy analyst at the Heritage Foundation.

The vast majority of people who escape federal income taxes still pay other taxes, including federal payroll taxes that fund Social Security and Medicare, and excise taxes on gasoline, aviation, alcohol and cigarettes. Many also pay state or local taxes on sales, income and property.

That helps explain the country’s aversion to taxes, said Clint Stretch, a tax policy expert Deloitte Tax. He said many people simply look at the difference between their gross pay and their take-home pay and blame the government for the disparity.

“It’s not uncommon for people to think that their Social Security taxes, their 401(k) contributions, their share of employer health premiums, all of that stuff in their mind gets lumped into income taxes,” Stretch said.

The federal income tax is the government’s largest source of revenue, raising more than $900 billion—or a little less than half of all government receipts—in the budget year that ended last Sept. 30. But with deductions and credits, especially for families with children, there have long been people who don’t pay it, mainly lower-income families.

The number of households that don’t pay federal income taxes increased substantially in 2008, when the poor economy reduced incomes and Congress cut taxes in an attempt to help recovery.

In 2007, about 38 percent of households paid no federal income tax, a figure that jumped to 49 percent in 2008, according to estimates by the Tax Policy Center.

In 2008, President George W. Bush signed a law providing most families with rebate checks of $300 to $1,200. Last year, Obama signed the economic recovery law that expanded some tax credits and created others. Most targeted low- and middle-income families.

Obama’s Making Work Pay credit provides as much as $800 to couples and $400 to individuals. The expanded child tax credit provides $1,000 for each child under 17. The Earned Income Tax Credit provides up to $5,657 to low-income families with at least three children.

There are also tax credits for college expenses, buying a new home and upgrading an existing home with energy-efficient doors, windows, furnaces and other appliances. Many of the credits are refundable, meaning if the credits exceed the amount of income taxes owed, the taxpayer gets a payment from the government for the difference.

“All these things are ways the government says, if you do this, we’ll reduce your tax bill by some amount,” said Roberton Williams, a senior fellow at the Tax Policy Center.

The government could provide the same benefits through spending programs, with the same effect on the federal budget, Williams said. But it sounds better for politicians to say they cut taxes rather than they started a new spending program, he added.

Obama has pushed tax cuts for low- and middle-income families and tax increases for the wealthy, arguing that wealthier taxpayers fared well in the past decade, so it’s time to pay up. The nation’s wealthiest taxpayers did get big tax breaks under Bush, with the top marginal tax rate reduced from 39.6 percent to 35 percent, and the second-highest rate reduced from 36 percent to 33 percent.

But income tax rates were lowered at every income level. The changes made it relatively easy for families of four making $50,000 to eliminate their income tax liability.

Here’s how they did it, according to Deloitte Tax:

The family was entitled to a standard deduction of $11,400 and four personal exemptions of $3,650 apiece, leaving a taxable income of $24,000. The federal income tax on $24,000 is $2,769.

With two children younger than 17, the family qualified for two $1,000 child tax credits. Its Making Work Pay credit was $800 because the parents were married filing jointly.

The $2,800 in credits exceeds the $2,769 in taxes, so the family makes a $31 profit from the federal income tax. That ought to take the sting out of April 15.

Recent Oscar nominee Gabourey Sidibe and Ryan Phillippe will each host Saturday Night Live for the first time later this month, NBC announced Thursday.

Phillippe will make his hosting debut April 17 along with first-time musical performer Ke$ha. Phillippe will star in next month’s big-screen version of the SNL sketch “MacGruber” alongside Will Forte and Kristen Wiig.

The show will welcome Precious star Sidibe the following week, on April 24, along with musical guest MGMT.

Phillippe and Sidibe will follow former SNL star and head writer Tina Fey, who will return to host the series for the second time April 10.

Fey — who co-stars in the feature film Date Night with Steve Carell, due out April 9 — is also set to co-host the show’s Mother’s Day special with Betty White, Amy Poehler, Molly Shannon, Maya Rudolph, Ana Gasteyer and Rachel Dratch.

When discussing her forthcoming SNL hosting duties last month, Fey — the star and head writer of the Emmy-winning sitcom 30 Rock — said she would likely bring back her famous Sarah Palin impersonation, which snagged her an Emmy last year.

Teen sensation Justin Bieber will perform on the April 10 episode.

In less than a month, the reality of doomsday will come to life in a ground-breaking internet-based “reality show” that places a dozen people underground for an entire year to find out how humans would survive a catastrophic event. “We anticipate these cast members will go through a full range of emotions from fear and panic to depression and stress,” remarks Dr. Grimm. “The societal norms that typically set the parameters of acceptable behavior will eventually weaken. A new micro-society will develop.”

To test this micro-society, there will be organized “interventions” that represent the challenges they would face if this were not a test. They will be asked to make difficult decisions, learn new skill sets, resolve conflicts and ultimately evolve. As in the real scenario, their performance will determine their fate.

The ultimate goal is to see exactly how a group of people would respond if the predictions about society’s end come true. It’s a group dynamic that has never been tried before, according to The Vault’s Executive Producer, John St. Anthony. “We’re in uncharted territory here. This is not ‘scripted reality.’ This is real. A Briton whose noisy sex sessions were officially branded anti-social behaviour is liable to find herself behind bars if she fails to stop excessively loud lovemaking, a court has ruled.

Caroline Cartwright has been given an eight-week prison term suspended for 12 months — meaning if she engages in over-noisy coupling again in the next year she will immediately be jailed.

“I’ve heard a very short extract of the noise you make and can well see that your neighbours would be upset and distressed by this,” said judge Beatrice Bolton at Newcastle Crown Court.

Cartwright was served with a civil order over marathon romps with husband Steve, described in court as “unnatural” and “like they are both in considerable pain.”

Neighbours at their home in Washington, south of Newcastle in northeast England, had complained about the noise — as did passers-by and the neighbourhood letter carrier.

Cartwright was served with an anti-social behaviour order, known among Britons as an asbo, but admitted at a previous hearing to having violated it almost immediately, and repeatedly, last April.

An anti-social behaviour order is a civil order made against people deemed to be a public nuisance, and is more typically issued for young delinquents using threatening behaviour, or disrupting the peace.

At an earlier hearing the court was told that the local council set up special equipment in a neighbour’s flat and recorded noise levels of 30-40 decibels, peaking at 47 — as loud as a conversation in the same room.

Cartwright told the court she had tried to restrain herself.

“I did not understand why people asked me to be quiet because to me it is normal,” she said, adding: “I have tried to minimise the situation by having sex in the morning – not at night – so the noise was not waking anybody.

“I may be sympathetic to it, but it is not something I am doing on purpose.”

A 4-year-old boy, beer in hand, is accused of stealing Christmas presents from his neighbors. It’s a strange story, but also a sad one. 

April Wright is 21 years old and is going through a divorce with her husband who is in jail.  She says she is not sure how her 4-year-old managed to get out of the house, open a beer, and steal the neighbors presents from under their tree.  Now she’s just glad he’s okay and says she won’t let it happen again.

The child, Hayden Wright, was found around 1:45 am Tuesday, wandering the streets of his neighborhood.  In a police reports, officers said he was wearing a little girl’s dress and drinking a beer. The police report says the child had to taken to the hospital to be treated for alcohol consumption.

April Wright said, “Biggest concern was him being out there, getting kidnapped, getting run over, the alcohol, having to have his stomach pumped.”

Wright says she woke up that night at 1:45 am and panicked when she found Hayden was gone.  She says she put safety devices on all the doors so her kids couldn’t get out, but Hayden was able to break the safety device off the doorknob and get outside.

Once out, Wright says her four year old followed his father’s footsteps and was found on Blue Spruce Road, drinking. 

“He runs away trying to find his father,” she said. “He wants to get in trouble so he can go to jail because that’s where his daddy is.”

The Hamilton County Sheriff’s Office report says Hayden rang the doorbell a few houses down and the neighbor answered, finding the child holding a partially consumeed 12-ounce beer. 

Wright said, “He got it out of my father’s cooler in the back and how he got it open I don’t understand because it was one of those tab beers.”

But it doesn’t stop there. The report said Hayden then snuck into a neighbor’s house through an unlocked front door, and stole five wrapped Christmas gifts.  One was a girl’s brown dress which Hayden was wearing when police found him. 

“Going to the neighbor’s house and taking their presents, very embarrassing,” said April.

She admits she was not just embarrassed, but scared, and rushed to the hospital that night with Hayden. She said she tries to be a good mother and loves her son, but now feels like a failure. 

“Kids do things like this and it’s out of your control, you can do the best you can as a mother, everyone makes mistakes, it was an honest mistake,” she said.

Wright did meet with child protective services today who told her she will get to keep custody of Hayden.

Smart, especially if you smoke. This from Associated Press: Something unusual is cropping up alongside the tomatoes, eggplant and okra in Scott Byars’ vegetable garden—the elephantine leaves of 30 tobacco plants. Driven largely by ever-rising tobacco prices, he’s among a growing number of smokers that have turned to their green thumbs to cultivate tobacco plants to blend their own cigarettes, cigars and chew. Byars normally pays $5 for a five-pack of cigars and $3 for a tin of snuff; the seed cost him $9.

“I want to get to where I don’t have to go to the store and buy tobacco, but I’ll just be able to supply my own from one year to the next,” Byars said.

In urban lots and on rural acres, smokers and smokeless tobacco users are planting Virginia Gold, Goose Creek Red, Yellow Twist Bud and dozens of other tobacco varieties.

Although most people still buy from big tobacco, the movement took off in April when the tax on cigarettes went up 62 cents to $1.01 a pack. Large tax increases were also imposed on other tobacco products, and tobacco companies upped prices even more to compensate for lost sales.

Some seed suppliers have reported a tenfold increase in sales as some of the country’s 43.3 million smokers look for a cheaper way to get their nicotine fix in a down economy. Cigarettes cost an average of $4.35 a pack, home growers can make that amount for about 30 cents.

It’s the latest do-it-yourself movement as others repair their own cars, swap used clothes and cancel yard work services to save money.

“Cigarette smokers say, ‘Yeah, we’re going to die of cancer, but do we have to die of poverty as well?’” said Jack Basharan, who operates The Tobacco Seed Co. Ltd. in Essex, England. Virtually all of his increased tobacco seed sales have been in the U.S., he said.

David Beckham Wins Over Model Slur. Huh?

 David Beckham won libel damages at London’s High Court on Tuesday over a newspaper claim that he “made a play” for Hungarian model Mariann Fogarasy. Lol. High priced gigalo. Hmm?

The 34-year-old football star was awarded the undisclosed settlement in his case against Express Group Newspapers over an article which appeared in The Daily Star in April, the Press Association reported.

The front page story, which was headed “Becks and the Blonde Beauty” and “Topless Model Claims She Was Chatted Up by Footie Star,” was also published on the newspaper’s website.

Beckham’s solicitor, Gerrard Tyrrell, told Justice Eady the allegations were completely untrue.

The article claimed that Beckham had “made a play” for Fogarasy after an AC Milan match in Hungary and that he had been emailing her with private party invitations since they “got close” after the match.

North Korea Prepares Another Missile

 

This just in from the BBC: North Korea is reportedly moving closer to launching another long-range missile, despite international concern. South Korean media say the North has moved its most advanced missile to a new launch site on the west coast. US Defense Secretary Robert Gates said there were signs of work being done on a long-range missile, but he said the North’s intentions were not yet clear.

A regional summit has convened in South Korea to discuss the North’s recent nuclear and missile tests.

After the opening day of the summit, the leaders there agreed that North Korea’s recent nuclear test was a “provocation” which “seriously undermines peace and stability in north-east Asia and the world,” according to South Korea’s presidential office.

North Korea could fire the missile as early as 16 June, according to the Dong-a Ilbo and JoongAng Ilbo newspapers. The missile is believed to be a version of the Taepodong-2 rocket which was fired on 5 April.

 

It has a range of up to 6,500km (4,000 miles), the JoongAng Ilbo reported, which would put Alaska within striking range. According to South Korea’s Yonhap news agency, the missile has been moved to the Dongchang-ni launch base, about 65km (40 miles) from the Chinese border.

The Chosun Ilbo added that North Korea had also designated a large area off its west coast a “no-sail” zone until the end of July. Other reports say there has been increased activity around military bases in the area and that troops have been ordered to increase their stocks of ammunition.

Monday’s newspaper reports said North Korea’s construction of the new launch site at Dongchang-ni was now near to completion.

 

Previous long-range missiles have been fired from a site on the country’s north-east coast.

The North Koreans may believe the new test site’s location in the north-west, close to the Chinese border, makes it less vulnerable to attack, says the BBC’s Chris Hogg in Seoul. The international community is becoming increasingly concerned with North Korea’s actions.

On 5 April, the North launched a long-range rocket which flew over Japan before crashing into the Pacific Ocean, drawing intense international criticism. Last Monday it carried out an underground nuclear test, and then tested a series of short-range missiles.

 

Further heightening tensions between the US and North Korea is the start of the trial in Pyongyang on Thursday of two American journalists, Laura Ling and Euna Lee, accused of entering the country illegally and engaging in “hostile acts”.

After meeting US Deputy Secretary of State Jim Steinberg in Tokyo, Japanese Vice Foreign Minister Mitoji Yabunaka said: “We absolutely cannot accept that North Korea will have nuclear weapons”.

Mr Steinberg called Pyongyang’s recent actions “highly destabilising”.

Hosting a summit of South-East Asian leaders in Seogwipo, South Korea, President Lee Myung-bak warned the North against further provocative acts.

“If North Korea turns its back on dialogue and peace and dares to carry out military threats and provocations, the Republic of Korea [South Korea] will never tolerate that,” he said.

Our correspondent says the gathering offers an opportunity to Mr Lee to shore up support for the fact he has taken a tougher stance against North Korea than his predecessor did.

The hardline North, under President Kim Jong-il, has threatened military action against the South after Seoul’s decision to join a US-led security initiative under which North Korean ships could be stopped and searched.

Pyongyang says Seoul’s decision to join the PSI is tantamount to an act of war.

US and South Korean troops are currently on high alert after the North said it was no longer bound by the truce that ended the Korean war in 1953.

Last Survivor from Titanic Dies at 97

The last survivor of the sinking of the Titanic has died aged 97. May you rest in peace fair lady!

Millvina Dean was nine weeks old when the liner sank after hitting an iceberg in the early hours of 15 April 1912, on its maiden voyage from Southampton. Miss Dean, who remembered nothing of the fateful journey, passed away on Sunday at the care home in Hampshire where she lived, a friend told the BBC.

Her father, Bertram, whom she had no memory of, perished when the vessel sank.  Her sister and mother also survived and they returned to Southampton, where Miss Dean spent most of her life.

She began selling some of her Titanic-related mementoes to raise funds, and in April a canvas bag from her rescue was sold at auction raising $1,500.

Phil Spector Wants Shorter Prison Term!

Phil Spector are requesting a shorter prison term when the 69-year-old is sentenced for murder later this week.  Spector, famed for the “Wall of Sound” technique, was convicted of murdering actress Lana Clarkson in April.

He was also convicted of using a gun, which prosecutors argue should carry an additional four years, but lawyers have asked the judge to reduce it to three.

The murder conviction alone carries a 15-year life sentence.  Spector was found guilty of shooting Ms Clarkson, who starred in 1985 cult movie Barbarian Queen, at his home in 2003.

Donald Trump told FOX News’ Greta Van Susteren Monday night that he had to review some additional materials before he made his decision regarding the fate of Miss California Carrie Prejean on Tuesday. God love TMZ! TMZ  released Tuesday morning come topless photos of Ms. Carrie Prejean which will  be the materials in question. The photos show Prejean, 21, wearing an open top and underwear on a beach.

TMZ is amazing. The San Diego native was named first runner-up in the April 19 Miss USA pageant, during which she cause a firestorm by responding to a judge’s question by saying she favored limiting marriage to a man and a woman.

Trump, who owns the Miss Universe organization, told Van Susteren that he will meet with the controversial beauty queen Tuesday morning before he announces his final decision regarding her fate at a press conference scheduled for 11 a.m. EST.

UPDATE: It’s 11am now and I’m waiting for the info….

According to Whoopi on the View, the homophobic Carrie Prejean will continue to keep her crown.
